Page 6 Churches (NCC), a federation embracing many of the liberal denominations, seemed to be in the forefront of the effort. Through its magazine, the Outlook, it exhorted member churches to recognize "our Christian responsibility for youth in the armed forces," including supplying chaplains. In December, 1951, the NCC and its chaplain-endorsing agency, the General Commission on Chaplains, made plants to sponsor annual tri-faith "preaching missions" by civilian clergymen to military bases in the United States.
Like other Americans in the immediate postwar period, they regarded the military environment as a particularly corrupting influence. Even before World War II, profanity, drunkenness, and gambling were legendary in the armed services. During the war Americans on the home front worried about rumors of soaring rates of promiscuity and venereal disease among draftees. Demobilization revealed the full story. In November, 1946, the Veterans of Foreign Wars (VFW) criticized the military for failing to provide wholesome recreation and entertainment for servicemen, especially at overseas installations.
