Those who were committed to concealing, obscuring, and censoring all discussion of sexual matters during the Victorian period were in fact “inciting” sexual discourse, both by the public statements of their own positions and the opposing views they inspired. The later chapters of this book will provide numerous illustrations of Foucault’s idea that almost every attempt to repress and censor sexual materials inevitably will have the effect of increasing discourse about sexual topics.
